I seem to recall elm can be built to handle PGP pretty well.  I
don't recall very clearly, as I've used mutt for quite a long
time now.  

Mutt is an elm-like mailer that integrates PGP nicely indeed, and
offers better integration for sending and reading MIME, too.  Mutt
is also being actively maintained, with a new release every few
months.

The international version of mutt, with PGP support, is distributed
outside of the reach of my own nation's silly encryption laws.  Mutt

Eudora Lite older versions don't handle PGP very nicely.  Current
versions may do better, and the for-pay version, Eudora Pro, comes
(I believe) with a commercial-use PGP 5.0 license.  At a fraction
of the cost of, say, a commercial-use Linux PGP 5.0 license.
