DTMF is being cranky for me

That was in a terminal program.  I just fired up minicom and typed the two
commands that you listed.  The first gave me an error and the second I
pasted above.

The modem is a ZyXEL 1496B with ROM revision 6.17.
Minicom initializes the modem with AT S7=45 S0=0 L1 V1 X4 &c1 E1 Q0
