Mgetty/callback/Login

Hi,
  I'm trying to set up mgetty with callback.  I only want callback users
to be able to login and thus the login.config just has one entry per
allowed user and that runs the callback program.

  I've got as far as being able to dialin, type the user name, mgetty
drops the line, callback dials back to the required number and then
mgetty prompts me to login again.

 But which users are allowed to login? Those in the login.config? If that
is so then that surely won't work because the only user in there
is the callback user and I don't want to cause the callback again;
this time round I actually want to be able to login (or perhaps run PPP).

So how do I set this up?

P.S. The host is solaris, the machine dialing in is a Win95 machine.
