Mgetty/callback/Login

Hmmm, wait for 1.1.15.  It will allow you to qualify for each line in
login.config whether to "always use this / use this only if not already
callback / use this only after callback".  Only that way you can really
be sure that you enforce callback (without getting in a loop).

Expect 1.1.15 some time this month, maybe at the end of next week (depends
a bit on how development at Marc's end will work out).

Wait for 1.1.15 - callback in 1.1.14 and earlier versions is somewhat
"voluntary", you have to set a special login.config line for callback
logins, and it isn't enforced.
