ringback confusion (v 1.1.9)

I'm having a problem with ringback in mgetty 1.1.9. This copy of
mgetty came with RedHat Linux 5.0.
I'm using the ringback feature, and have had success. However, I
notice that when its waiting for the second call, it doesn't timeout (not
past 1 hour and 6 minutes, anyway). The problem this creates is that when
two people call my home, the second caller will always get my modem train.
The .info files mention the 'ringback' and 'ringback-time'. The
latter isn't clear about whether its for the interval between the two
calls, or the timeout to cancel ringback. I was using 'ringback-time 20'.
I have since removed ringback lines from the mgetty.config file, and am
now using the following (haven't tested it) in /etc/inittab:
S2:2345:respawn:/sbin/mgetty -R 30 ttyS2

Note the time interval between calls: 1:06! Following is my mgetty.config
