This is not *at all* suited to be done in mgetty.  While the user is
online, there is no mgetty process running.

Depending on whether you want to do PPP logins or tty based logins (you
didn't tell us!), you can do that with "ip accounting" or you might try to
hack "ttysnoop" into counting bytes.
