I'm using mbrola. You should find it at http://tcts.fpms.ac.be/synthesis

It's not really a text to speech system, it's a speech synthesizer based on 
phonemes, but they have a perl script to convert written spanish to phonemes.
It's not GPL (it's free for non commercial use anyway) and I'm looking for 
something less huge (the database for spanish is almost 3M) and slow (you 
know, in order to generate "Grabado el sabado 13 de junio a las 10 y 31 
minutos" it takes 15 seconds on my old 486).
