Hmmm, well, yes.  There are some tools ("yaps" and "sendsms", IIRC, plus
something I built on top of mgetty but haven't released yet).  I think you
should find the first two on LEO (pub/comp/os/unix/networking/ or so), and
on sunsite.unc.edu.
