Faxing only works at 9600!

Well, the first problem is that you don't have a modem... (at least I
cannot find any evidence of that in your e-mail).

Anyway: 14400 and 9600 bps fax use different modulation schemes.  It 
is quite common for modems to "work just fine" in one mode, and "fail
miserably" in the other.  [It isn't unheard that 14400 fails between some 
fax machines either :-/ ]

What I'd do now is to try a different modem, and see if that improves
things.  Also, check the serial line speed sendfax->modem, it should be 
38400 bps for 14400 bps faxing (19200 works, but is "just so" fast
enough).
