DCD is low with CISCO console cable

Hello,

We have to make production box running Linux. But the only way to
connect to the box will be a standard CISCO console cable.
But we get a "DCD is low" and the login doesn't prompt for the user
password (seems to die by a TERM signal).
We have put a "toggle-dtr no" in mgetty.config. but it doesn't work.

Have you any idea or possible "hack"  of mgetty or "login" ?

We CAN'T modify the cable for DCD working. (for industrial reasons)
