This should be pretty much doable by using vgetty and msn-list.  Set up
the "msn-list" in mgetty.config to map your MSN numbers to "distinctive
RING" numbers, and then use vgetty's ring 1 / ring 2 / ... feature 
(voice.conf) to act differently for the different RINGs.

I'm not sure whether that works, but in theory it's possible.
