It's not, English is the correct language for the mgetty mailing list (and
thus, for the news group).

Just one file name per line.  If more than one file is listed, one of them
will be picked at random.

This is not possible from within vgetty, but you can set up a cron job
("man crontab" or "man cron") that will change the Index file at certain
times.
