Yes, but you need vgetty and a voice capable modem for that.

Yep.  All of that works.  For the "number reading / command executing"
stuff you'll have to do some shell scripting (or use MVM), but all the
basic stuff is there.

Caller ID might not be possible without ISDN, but the rest works fine.
