Elsa Microlink: can't turn on hardware flow control with vgetty

Yes, known problem.

Change all "\Q3" in the source to "+IFC=2,2" (AT\Q3 --> AT+IFC=2,2).  ELSA
has changed this, and I haven't yet added auto-detection for this to
vgetty.
