Hmmm. This is bad, this means "if we leave voice mode before going into
'waiting...' state, a button press won't send us any useful message,
instead it will try to pick up the phone".
I can analyze this (done), but can't fix it - this is really Marc's domain
- unfortunately, that's Marc E., as I think he changed the logic here for
some reason that I don't know.
