Have you tried tweaking the gains on the modem? Its entirely possible, being
from Rockwell, that the defaults are silly.

This sounds like a gain issue. If I remember correctly (read: I'm 
probably wrong), the beep is generated by the modem to a specific tone and
volume, and is not linked to the output gain.

Well, one could record it REALLY loudly, and let the low-gain of the modem
bring it back down to more "normal" ranges. But, I doubt you want to scream
in to a telephone or mic. in order to record it in the first place. Also sounds
a little silly :)

In any event, even if the default gain is set reasonably, you may want to beef
if up in your case.
