I found when debugging my distinctive ring the best solution was to use
Minicom to converse directly with the modem. I found out that my USR V.90
voice/fax modem has buggy distinctive ring detection. It took about 6
emails for 3Com to stop telling me to install a new Windows driver. When
they finally realized that A) I was not using Windows, B) I was not an
amateur who needed hand-holding and C) the modem really *is* defective,
they simply told me "that's the way it is" and left it at that. They
aparently have no plans to upgrade the firmware.

I won't be buying from USR or 3Com again....
