set:

modem-type auto
data-only true

(this is slightly different - it will recognize the modem as a fax modem,
and explicitely disallow fax auto-detection).

Well, create one :-) - even if it contains only 

#!/bin/sh
exit 0

that will silence mgetty.  Don't forget the "chmod +x".
