login problems.

Maybe 

#define DEFAULT_LOGIN_PROGRAM "/bin/login"

is set wrongly for your system, or you have the wrong path to "login" in
your "login.config".  Look where the program is on your system, and then
enter the correct value. 

(As you don't provide anything useful, like the *type* of system you are
using - Linux, FreeBSD, AIX, Solaris? - it's hard to give precise
answers).
