Hmmm, actually your modem should signal "the caller has gone away" in that
case (and mgetty should receive a SIGHUP and die).  [Why is it signalling
"CONNECT" anyway if there is none???]

The timeout is just for the unlikely case that someone connected to your
system, got a BUSY, set his modem to "retry this", went away to fetch
coffee, and forgot about the call.  So instead of sitting idly there and
making phone bills, mgetty will throw out the caller after a couple of
minutes...
