inittab respawing too fast and disabled

Dear Sir,
    We are using dial up modems for remote PPP connection. I was using
agetty as the terminal program and had lots of problems, to get it working
consistently. People suggested me to use mgetty.

    I got mgetty, compiled with the default policy.h and then installed
the same. It seems to be working fine. 

But still I have the problem of 
  "INIT Id s2: respwaning too fast diabled for 5 minutes".

Now it seems to be less frequest. Is there any way to avoid this
completely. 

I am running mgetty as follows

   s2:12345:respawn:/usr/local/bin/mgetty -D -x2 /dev/ttyS1

and policy.h is the same as the default one, provided with source. 

We are using Linux slackware 2.0.30.
