What some of the ISPs are doing (including UUNet, as I understand)
is blocking port 25... such that it outgoing mail can only be sent
through designated hosts.  That at least narrows down the path.

Even so, there is no way for a given ISP to 100% control spamming.
There are idiots that jump from ISP to ISP, using a plethora of user
names, addresses, stolen credit cards... you name it.   The issue
is far more complicated than just blocking SMTP.
