inittab respawing too fast and disabled

Helo Sir,
    
     Now my system is working fine with mgetty. 

    We are dialing to different countries to manage  WireLess in Local
Loop systems (We are developing). I am able to make STD and ISD calls to
our systems at difffernt places and able to login setup PPP connection and
work.
 
With one system I have a problem.  I get connected then insted of getting
prompt I am getting junk characters.  Can it be a buad rate problem ? 

    If so how can I solve it, what are the registed I must set ?
