Inittab Kills All

Dear First of all don't flame me since I can't give any reports from the
mgetty logs I cant get that far.
I am trying to upgrade my dialup server from an old slackware box. The
old system is using kernel 2.2.30 and mgetty 1.1.9 all works great. The
comm controller is a Cyclades cyclom-y latest release.
The new system is Slackware 4.0 using kernel 2.2.10 and mgetty 1.1.20.
The only change in my policy.h was the init string for the courier modem
and it is the same as the old policy.h. I have the latest cyclades
drivers loaded.
What happens is that all is well until I attempt to boot with the
inittab setup for mgetty I lose my keyboard on boot. I am not using
AUTOPPP since I would have to spend a bunch of time with my customers
getting them going since we are using a script file.
This is my entry in inittab which is the same as the old working system.
s1:12345:respawn:/usr/local/sbin/mgetty -D -s 115200 ttyC0
I am at a loss. I have contacted Cyclades with the same report. Maybe
someone has a hint.
