[newbie] problem with accepting incoming call

I have tried to log in with 'Dial up Networking' from a windows-pc. When
this happens, mgetty responds with   sending ATA and waiting for CONNECT
that doesn't come.

My init-chat = "" ATQ0E1V1H0 OK ATL2M2S0=0 OK AT&K3&S0&C1 OK

My log:
