This problem is not related to mgetty. My guess is, that something on the
new Eproms is wrong. Did you erase them before? Did you check that the
Eproms contain the same data as the files you downloaded? Maybe even the
download of the new Eproms had problems. Did you download the files again
and check they are the same?

Yes, I have done several updates of the Eproms and I never had problems.
Make sure, your Eproms really contain the new firmware. This is the most
probable problem.

mgetty works and worked with _every_ firmware release, so this is _no_
problem with mgetty, it is a problem with your Eproms. A new mgetty binary
will not help you. Please check the ZyXEL modem manual to see what the
slowly blinking LEDs mean. Usually they blink for n times and then they are
off for a while. This number n is an error code detected by the modem during
the selftest. You can check the manual for the meaning of this error. Again:
I guess it's an Eprom CRC error.
