While the sentence "mgetty works with _every_ firmware release" is not
fully true [some firmware versions have badly broken fax code], I agree
with Marc and Robert, that *this* behaviour hints at "broken" Eproms:

 - swapped U24/U25 eproms
 - mixed up rom images for different modems (you write rm616b.u24 and
   rm616.u25 - if that wasn't a typo, your u25 eprom is for a "E" while
   the u24 is for the "B")
 - inserted Eprom the wrong way
 - badly programmed Eprom (have had this myself)

 - modem damaged by static charge

I have upgrade most of my ZyXELs at least two times, but never seen
*this* behaviour so far.  But look into the manual for a description
of the error codes ("troubleshooting").
