EOP page not honoured...

when I send a fax using /usr/local/sbin/sendfax from my Linux machine
to another Linux box which has a fax modem card, faxes go through.
However when I send it to a "real " fax machine, (i.e. a stand alone
fax machine with scanner etc and no computer), often (always?) I get
the error:

/usr/local/sbin/sendfax: FAILED to transmit 'undp-top.g3'.
Transmission error: +FHNG:54 (No response to EOP repeated 3 times)

Using mgetty version 0.98, no voice enabled on either side.
