What device for Ghostscript with mgetty ?

Let me repeat my question, for a last time: "how did the pages come out"?
Was there any transmission error? Was there a successfully transmitted
page? Did it only print an empty page, or no pages at all?

Where does it "send" the page? What kind of error does it report?

Then the G3 file should be ok.
Please try filtering the G3 file with:
g3topbm file.g3 |pbm2g3 - >file-new.g3
and sending the latter. If that makes it fail as well, it is some
yet-undiscovered bug in the USR Sportster crap^H^H^H^Hmodem.
