discrepancy in ringback doc/code

This is not really a discrepancy -- it's a safety margin. If you hang
up and call again too quickly (or make that "17" time too long), it's
easily possible that mgetty won't notice that you have hung up in between.

Well, it's recommendation ... and *I* do *not* recommend this - in no
case, 'cause it's simply unreliable.
(If you want it as backup, you could get a voice-capable modem, make this
your answering machine, and voila, you have a backup dial-in without
any "ringback" tricks).
