ISDN card questions

A couple of questions about ISDN cards.

1) Shouldn't they be way cheaper than a standard modem ? My understanding
 is that ISDN is all digital, there is no need for complex DSP
 operation, and the device is even fairly low speed. Probably an
 ISDN-only modem should cost the same as a cheap Ethernet card.
 (I know volumes are against a low price...)

2) Any recommendation for a cheap ISDN modem which can be controlled
 with AT commands, or has programming info available so that a
 device driver can be implemented for FreeBSD/Linux ?
