This is quite unusual. I've done a fair amount of testing with the
Courier V.34/V.everything, and *this part* worked very well.

This should be sufficient.
Maybe you need a more recent firmware? Try to get USRs "X2" upgrade, as
they have fixed quite a number of fax annoyanes in that firmware.
If it still doesn't work, it could be a problem with the calling fax
machine -- does it emit a "calling tone"? If not, that could be the reason
(dunno for sure, but many modems need this tone to recognize a FAX.
ZyXELs, for example, do not, they will simply try FAX, but auto-detection
is a lot faster nevertheless if you have the CNG tone).
