The speed modem-computer is independent of the speed modem-modem.
So the question is more something like "why change speed at all" --
because Rockwell is too dumb to build a proper fax modem chip set. There
is no good reason to change baud rates here, the standard explicitely
votes against it, but their chips do it anyway (but not all of them,
only "most").
