So far, fine.

The modem reports "I have received two lines of data". If that is true,
it's a very severe problem. So the receiver says "I want to see this
again".

... but your modem doesn't implement this properly either (it is *not*
an optional part of the standard, btw!). So all fails.

I'd complain to the modem vendor, and if that doesn't help, you'll have
to find the corresponding if() statement in mgetty's faxrec.c, and remove
it (or make a comment around it, with #if 0 ... #endif).
