First of all it is not recommended to use /dev/cua* but /dev/tty*
because the signal handling is somewhat different (it is
explained in one of the info files in the doc directory).
I'm not sure that it might change something for you but you can try.

Hum... that looks like the other side not sending a carrier tone.
What seems strange is that your modem decides very quickly that
there is no carrier, normally the whole negotiation process
takes several seconds. Perhaps your modem is setup to only
answer at a certain speed and not to negotiate. You should
check the S-register settings with the manual.
BTW I do not use ATZ to initialize my Sportster, can't remember
why and don't have access to my computer for now (the power
supply crashed last week :-( ).
