vgetty: how to use different ring counts for distinctive ring types?

The different number of RINGs part doesn't work yet.  Most of the things
required to do it are in place, but a few are lacking.  I'll have it in
1.1.17 or 1.1.18.  Stay tuned.

(Acutally, the problem is that mgetty won't ask vgetty for "how many RINGs
shall I wait for?" *until* it has already waited the full number of RINGs...)
