I can't imagine that.  Please show the EXACT error message (cut and paste,
not "I think it was something like error-goobedigoob").

Go back to unmodified Makefile and policy.h-in files.  That should
compile.  Then change one item at a time, and see whether this change
broke compilation.  Back out that change.
