mgetty not logging (was: Fax receive times out)

Um, I know this is going to make me sound really stupid, but mgetty isn't
logging *anything*, even though I have set it to debug level 5, and I can't
figure out why.  I changed it from debug level 4 and then did "kill -1" on
it to get it to reload the config file, and then I attempted to send a
couple of faxes (which failed), but still nothing in the log file.
Presumably this is correct in the config file:

# ----- global section -----
#
...
# set the global debug level to "4" (default from policy.h)
debug 5

...but in the /var/log/mgetty directory I have the following files and they
are all blank:

-rw-r--r--   1 root     adm            35 Sep  5 06:43 mg_ttyS0.log.3.gz
-rw-r--r--   1 root     adm            35 Sep  4 06:43 mg_ttyS0.log.4.gz
-rw-r--r--   1 root     adm            35 Sep  3 06:43 mg_ttyS0.log.5.gz
-rw-r--r--   1 root     adm            91 Sep  2 06:43 mg_ttyS0.log.6.gz

(except for the last one which has "09/01 19:31:13 yS0  cannot get TIO:
Input/output error").

There is nothing in the system log files either.  Can anyone offer any
advice?
