Thanks for the suggestion.  I did that and it says:

Hey, you're the man!  I didn't realise that!  I feel honoured.

...which is where I was looking.  However after a bit more
investigation I found the solution.  The Debian distribution includes
a "-x0" option on the command line in the inittab file, which
overrides both the compiled-in logging level *and* the logging level
specified in mgetty.config.

Having solved that, I was able to study the log file and solve my
other (main) problem - the fax receive timing out.  So now everything
seems to be working fine!
