I know of 4 ways, only the 4th way always works:

Get people to stick a bar code on faxes they send in and have some software
read the bar code on the tiff and route it accordingly.  Most people wont do
this.

Try and OCR the cover page and extract some kind of addressing info.

Use multiple subcriber numbering with ISDN or some similar deal to give each
person a virtual phone number.

Use a secretary to read the cover page and forward accordingly.
