Mgetty doesn't do ANY kind of authentication -- /sbin/login does (or
/usr/sbin/pppd), mgetty will never do.

The best way to make mgetty+login work with radius would be, IMHO, to
write a PAM module that can do radius, and then just plug this module into
login.
