New Modems now throw NO CARRIER

Hi
I have been supplied with a few new modems and they are throwing the following

09/16 14:49:21 E43  found action string: ``NO CARRIER''
09/16 14:49:21 E43  init chat failed, exiting...: Invalid argument
09/16 14:49:21 ##### failed in mg_init_data, dev=ttyE43, pid=14700

Does someone know how I can debug this

Ive tried X0 in the init chat but I cant get it to ignor it

In AUstralia we have a different dialtone and I had to use X0 with dynalink modems once
before
as they were reporting NO CARRIER
but that doesnt work here

Any ideas
