New Modems now throw NO CARRIER

Well, classic case of "my modem doesn't like your modem". Quite common if
the modem is question was cheap.

Could be a question of the modem settings - check with the modem manual
and the modem vendor.

Could be a question of ATS0=1.  Make sure mgetty's init chat contains
"ATS0=0".  Otherwise, bad things will happen.

??? X0 is relevant for *outgoing* calls.  You have a problem on *incoming*
calls.

X0 changes the way the modem looks for dial tone on *outbound* calls.  The
call show above is an incoming call, you don't have a dial tone there.
