Could be both.

Modems like the USR Courier or the Telebit FastBlazers can handle bad
phone lines very well -- Rockwelloid usually can't. I have two modems
for my Laptop - one with a cheap Rockwell chipset, and one by USR. Guess
which one works a lot more reliable? Right, the USR.
It's definitely not a *mgetty* configuration issue, because errors in
that department usually lead to "all or nothing" behaviour.
You might play with the modem settings, but that's something nobody but
your modem manual/modem vendor can help you with.
