cannot fax to an ISDN Fax (AVM Fritz)

My brother is running ISDN with an AVM Fritzcard under Win98 and 
the corresponding Fax software.

I cannot send him a fax. My modem always gets an ERROR/NO CARRIER.
To many other sites I can fax now. Sometimes with this retraining
request. 

He says, he has no problems receiveing faxes from other sites.

Any ideas?
