RedHat 5.2 and settings up a BBS using mgetty

Thanks to Len and Gert for replying.
Let me give you a bit more information to work with.
We have a RedHat 3.x box running RapidBBS which when a customer dials
into it run's /u/rapid/bin/rapid which takes us to the BBS Main Menu
without touching the Keyboard.
The BBS was setup about 3 Years ago and the person who set it up has
since left the company. It's time to put it on a new computer in the
corner.
So I know it's possible to do what I want because the current BBS is
doing it.
I work for an ISP and we have some software for Win3.1 and Win9x which
customers can download from the BBS if they do not have an Internet
connection.
We are also planning to put Microsoft Dial Up Networking Version 1.3
for those people who's Internet connection has died and cannot get it
because they cannot logon to the Internet. Chicken and the Egg. Most
people have a working copy of HyperTerminal which they can use to
connect to a BBS and get some updated software.
So all I want is for the modem to answer the phone and run
/u/rapid/bin/rapid
We are talking to the Rapid author get to the Main BBS screen with no
username/password/ User Settings and Welcome message prompts.
Gert mentioned ENV_TTYPROMPT I have seen a reference to this whilst
looking at the setup of the RecHat 3.x machine. Is this an Enviroment
Variable or does it live in policy.h?
I have not found policy.h on either the old or new bbs which should it
live and how can I put in the correct parameters that Gert mentions.
