Mgetty and sliplogin

Hi,
I have tried to use sliplogin supplied with redhat 5.2 with mgetty but it
does not seem as compatible with mgetty as pppd.
Can anyone advise if sliplogin can be made to work with mgetty? Most of the
Howto docs show Dip and getty being used.
The Linux PC has Mgetty is running fine on ttyS1 with dialup PAP and login.
Mgetty is running on ttyS2 and brings up /bin/login and the shell from
/etc/passwd for the slip user is /usr/sbin/sliplogin.
The user GMCSlip can login correctly at a console so /etc/passwd is correct.
Some of the /var/log/messages is included below:
Allowing /bin/login to run /usr/sbin/sliplogin
/var/log/messages:
Sep 2 12:49:29 penguin mgetty[1874]: data dev=ttyS2, pid=1874,
caller='none', c
onn='57600', name='', cmd='/bin/login', user='GMCSlip'
Sep 2 12:49:56 penguin PAM_pwdb[1874]: (login) session opened for user
GMCSlip
by (uid=0)
Sep 2 12:49:56 penguin login[1874]: DIALUP AT ttyS2 BY GMCSlip
Sep 2 12:49:56 penguin login[1874]: LOGIN ON ttyS2 BY GMCSlip

GMCSlip
Sep 2 12:49:56 penguin -sliplogin[1874]: SLIP access denied for GMCSlip
As an alternative:
Allowing mgetty to run /usr/sbin/sliplogin
/var/log/messages:
Sep 2 12:17:50 penguin mgetty[1130]: data dev=ttyS2, pid=1130,
