Could be a mismatch between the "speed" settings in mgetty.config and
voice.conf - make sure both files have the *same* "speed <nnn>" setting.

Yes, this is a bug (kind of).

If that doesn't help, please post a log file with "vgetty -x6", so that
we can actually see what's going on.
