You can't, right now.  The trick is (to wait for 1.1.22 or) to call the
cnd-program immediately, say by setting "rings 2", and then have the 
cnd-program delay for 30 seconds or so, until the right RING count has
been reached...  not really pretty, but will work.

With 1.1.22 or 1.1.23, you can setup mgetty/vgetty to call cnd-program
immediately, and answer later.

No, calling perl directly should work, but you have to change
"voice_shell" in voice.conf for that.
