The sample login.config (which is shipped with mgetty) contains an
example.

So, *WHAT* does the log file show?  Don't transcribe, always include the
exact messages (copy and paste).

Most likely the file doesn't exist, or has wrong permissions (for
security reasons, file mode must be rw-------, and file owner must be
"root").

Send log files.  Read the file "BUGS" in the mgetty source package.
